Basic Power Pools
Power Pools are similar to Power Sets, except that they can be selected by any Archetype and contain only 4 powers, instead of nine. Selection of powers is also restricted in that you must have one of the first two powers in a Power Pool before you can pick the third, and you must have two of the first three powers before you can pick the fourth. You can pick your first Power Pool power (of the first two in that pool) at Security Level 6; the third opens up at Security Level 14, and the last opens up at Security Level 20.

Ancillary Power Pools
Ancillary Power Pools behave like Power Pools, except that they are limited to certain Archetypes, and the first one becomes available at L41. Also, you can only ever have one Ancillary Power Pool. For a list of Ancillary Power Pools, see Power Sets under the Archetype you are interested in.
