General Build Notes

Warlocks are fairly limited in what they can do, but they provide a whopping amount of ranged firepower and a fairly high survivability. With unlimited personal invisibility, they can perform deadly hit and run attacks.

Race Selection

Either Human or Dark Elf. Dark Elf will be more powerful for multiplayer, but will advance hideously slowly in single player. On the other hand, it does get you spell resistance, longswords, and +2 save DC. Human gets an extra feat and more HP.

Feats

With the medium armor feats they can use either the Adamantine Breastplate (for Base+Dex of 8 AC and DR 2/-) or Mithral Full Plate (for Base+Dex of 11 AC). Without them, they get two feats to spare for something else, but can make a Mithral Breastplate (for Base+Dex of 10 AC) or Adamantine Chain Shirt (for Base+Dex of 8 AC and DR 1/-). With a Belt of Agility +8 or similar item, you can have an unarmored AC of 9. Using those feats for Combat Expertise / Improved Combat Expertise is almost always a better choice (+6 AC, and the attack penalty doesn't apply to the Eldritch Blast).

At first glance, it seems like you might be able to get a strong benefit out of the Shield feat, combined with a Mithril or Zalantar shield (with no arcane penalty), but it turns out that the armored caster feat stops negating the light armor penalty altogether if a shield is carried.
